AFEI Conference-Fufilling the Warfighter's Vision, Closing the Information Gap

Robert L. Brown, President, EMSolutions, Inc. represented AFEI Vice Chairman J. Kelly Brown at the Association for Enterprise Integration’s (AFEI) “Fulfilling the Warfighters’ Vision 2006 - Closing the Information Gap” conference in St. Petersburg, FL. The purpose of the conference was to scrutinize the real progress made in implementing the vision of Network Centric Warfare (NCW), the recognition of successes, and to understand where gaps remain. Specific focus was placed on looking beyond data sharing and thinking about the functions of command and control. Warfighters who attended were offered the forum to address these issues. Featured speakers included GEN Paul J. Kerns, USA (Ret.), the Honorable John Stenbit, former Assistant Secretary of Defense (C3I), and MG Lloyd J. Austin, III, Chief of Staff, US CENTCOM.

EMSolutions Expands Into New, Larger Facility

EMSolutions, Inc. announced that the company has moved into a new, larger facility in Crystal City, Virginia. The expanded facilities include 20,500 square feet of office space in Jefferson Plaza II including an 85+ person theater-style conference room that can be used in either classified or unclassified (multipurpose) modes. In addition, we have increased our secured and non-secured areas by over 100%.

EMSolutions’ CEO Article Highlighted in AFEI Newsletter

EMSolutions CEO, J. Kelly Brown, wrote an article for the AFEI Newsletter Spring 2006 edition titled “XBRL: Transforming Global Business”. The article provides an overview of the history of XBRL, what it is, its benefits and how we can get to an XBRL World. Excerpts from the article include:
“On October 1, 2005, eXtensible Business Reporting Language, or XBRL®, became a mandatory reporting format for over 8,000 U.S. banking institutions. All U.S. banks are now required to submit their quarterly Call Reports to the FDIC, Federal Reserve, and Comptroller of the Currency in XBRL. Additionally all changes to the reporting requirements are pushed out by the FDIC, via XBRL, and are automatically incorporated into the reporting applications and subsequent reports. The results: quarterly reports processing is completed in a few days instead of several weeks, error rates have dropped to near zero, and the data is automatically flowed into the Government’s legacy systems for further processing and analysis. XBRL is a trademark of the American Institute of Certified Public Accountants.”
“In January 2006, the Chairman of the Securities and Exchange Commission (SEC) announced incentives for companies who join a test group for XBRL filings to go along with its voluntary XBRL submission program. The incentives are in the form of expedited reviews of registration statements and annual reports. According to the SEC, XBRL holds the promise of transforming the static, text-only documents that companies file with the SEC into dynamic financial reports that can be quickly and easily accessed and analyzed. The potential of XBRL is not limited to financial reporting—it has tremendous possibilities in other areas such as healthcare, logistics, acquisition, and other information rich environments. The nature of XBRL ensures that financial reporting is standardized across all those who adopt the standards called for by their respective industries or governing organizations. XBRL International, http://www.xbrl.org, a not-for-profit consortium of about 300 companies and agencies, has been leading the way for XBRL adoption.”

NDIA Net Centric Operations Conference ISR Presentation

The objective of the NDIA conference was to help identify the courses of action that the DoD could take to achieve true Net Centric Operations, throughout the operating environment of the US military forces and to meet the needs of joint warfighters. It explored the current initiatives with their status and implications, such as Joint Battle Management Command & Control, Information Assurance, Net Centric Data Strategy and other initiatives, ISR Integration, and others. Speakers discussed current policies and requirements, status of key initiatives, operational needs and strategies, and the implementation strategies needed to achieve the ultimate goals of integrated joint warfighting. It also addressed the sharing of intelligence information across the Federal Government in response to Executive Order as part of the global war on terrorism.

EMSolutions Recognized for Contribution to Data Sharing and Services Strategy Working Group Report on Facilitating Shared Services in the DoD

EMSolutions, Inc. has been recognized for our contribution to the Data Sharing and Services Strategy Working Group Report on Facilitating Shared Services in the DoD. The Office of the DoD Chief Information Officer (CIO) asked the Association for Enterprise Integration (AFEI) Data Sharing and Services Strategy (DS3) working group to analyze the issues surrounding sharedservices, and recommend strategies and policies to incentivize the implementation and adoption of sharedservices within DoD. This paper provides the initial response to that tasking as a broad framework for sharedservices solutions. The recommendations represent the collective inputs of focused debate around enterprise development in the private sector and how those technologies and practices must be adapted to fit within the DoD (warfighter, business, and intelligence domain users), where the timescale for decisions is more rapid, the security needs more demanding and the users more intertwined. The executive summary of the Facilitating Shared Services paper, Final Version, February 12, 2006 reads “In response to a global environment in which enemies present new, and often asymmetric threats, the DoD is transforming the way it conducts warfare – embracing the concept of netcentricity. Netcentricity is the realization of a robust, globally interconnected network environment that includes infrastructure, people, processes, systems and services. In this context, ‘services’ are defined as units of work or logical operations typically presented as webservices by a service provider to achieve results for the user. Sharing webservices inherently enables data sharing because the same data and underlying processes are used by many. To increase data sharing, or more precisely information sharing, DoD seeks to employ sharedservices across the enterprise to assist in the response to the new threat environment. The challenge then becomes how to incentivize industry and government to reuse existing webservices or cooperatively develop them as sharedservices.”

EMSoftware Solutions Selected to Implement Worldwide Status and Timing System

EMSoftware Solutions, EMSolutions’ affiliate, has been selected to implement a worldwide project status and timing system for one of the world’s largest automakers. The project will consolidate schedules and tools for vehicle development process operations in over thirty countries into one common process driven by one tool. Key requirements include a central repository of program management data, comprehensive template management for development schedules, and the capability to integrate suppliers into the development process.
The customer evaluated more than 60 software systems and selected our team’s collaborative project management software suite known as RPlan(TM) for three major reasons. First, because it is a globally-employed, mature software system with functionalities that exactly address the challenges of complex, regionally distributed automotive manufacturing development projects. Second, because RPlan(TM) follows the principles and methods of collaborative project and process management, thereby producing important benefits in terms of communication, internal transparency, and flexibility. And third, because of the experience and responsiveness of the EMSoftware Solutions – Actano RPlan(TM) vendor team that fully supported aggressive project deadlines.
RPlan is a project and process management software suite developed by Actano GmbH, headquartered in Munich, Germany. CEO Appointed Co-Chair of ISR Working Group

Kelly Brown, has been appointed co-chair of the Intelligence, Surveillance and Reconnaissance (ISR) Working Group under the Net-centric Operations Industry Forum (NCOIF). The ISR Working Group is sponsored by the Under Secretary of Defense for Intelligence. The industry co-chairs are John Osterholz of BAE Systems and Kelly Brown of EMSolutions. The focus of the ISR WG is to participate as industry representatives to the Intelligence Community of Interest and to provide input from industry on convergence of ISR services programs, including interoperability of the DIB with NCES.
The Net-centric Operations Industry Forum concept is growing beyond net-centric operations and into areas such as the Business Transformation Agency. To make room for this growth the NCOIF banner is evolving into AFEI Working Groups. The mission of AFEI is to provide industry-wide input to government on enterprise-wide net-centric operations and transformation, to assist industry in understanding and assessing the implications and impacts of these changes, and to provide a conduit between government and industry. This collaboration is achieved under a charter jointly approved by OSD and AFEI.

EMSolutions Announces SeaPort Enhanced Win with APARIQ Team

EMSolutions, Inc. is pleased to announce that it has been selected as a small business team member on the APARIQ SeaPort Enhanced Contract with the Navy’s Naval Surface Warfare Center. The U.S. Navy awarded indefinite-delivery/indefinite-quantity (IDIQ) multiple award contracts for support services for all phases of weapon systems acquisition and life-cycle support including research & development support, prototyping, acquisition logistics, modeling, test & evaluation trials, and engineering support for the Naval Sea Systems Command, Naval Air Systems Command, Space and Naval Warfare Systems Command, Naval Supply Systems Command, Military Sealift Command, Naval Facilities Engineering Command, Strategic Systems Programs, and the United States Marine Corps. These contracts were in addition to the existing contracts already awarded under the SeaPort Enhanced (SeaPort-e) acquisition program for services procurements. The Government estimates a maximum of $5.3B of services will be procured per year via orders issued under the SeaPort-e multiple award contracts. The awards have a four-year base period with one five-year award term and one additional one-year award term.
Seaport-e provides a broad spectrum of services throughout seven regions across the United States. Selected for Horizontal Fusion Joint Warrior Interoperability Demo
(JWID)
ARLINGTON, VA., November 10, 2003
EMSolutions has been
selected for a Joint Warrior Interoperability Demonstration (JWID)
trial focused on horizontal fusion.
The focus for JWID 2004 is on coalition interoperability, Homeland
Defense, and Homeland Security. JWID 2004 will be hosted by United
States Northern Command (USNORTHCOM) and is tentatively to include
the Federal Emergency Management Agency (FEMA), the Federal Bureau
of Investigation (FBI), and the United States Coast Guard. Coalition
participation will include Australia, Canada, New Zealand, United
Kingdom, and several NATO member countries. The primary function
of our trial is to demonstrate how our SNAP®
Shared Information
Base technology can provide decision makers and operators with relevant
fused information to support Decision Superiority.
EMSolution's CEO, Kelly Brown, stated "This selection further validates the capabilities of our command
and control development environment and deployment infrastructure.
This is the culmination of many years of template and intelligent
agent development combined with lessons-learned from the successful
deployment and ongoing operation of complex distributed peer-to-peer
enterprise applications."
Our command and control templates will be adapted to the information
domain specific to the exercise environment. The demonstration application
is intended for use by United States and Coalition operators who
will be trained during the three days prior to the exercise. The
trial demonstration will culminate in June 2004.

as announced by NDIA's press release dated October 6, 2003. The
Net-Centric Operations Industry Forum (NCOIF) was created to provide
industry advice to government as well as help educate industry on
net-centric operations requirements. The NCOIF will provide a neutral
ground for the exchange of ideas. As technology advances and operational
concepts evolve, the NCOIF will provide a collective industry voice
to government. The forum will help assess approaches in such areas
as architectures, standards and reference models to provide a consensus
view for decision-makers planning future technology acquisitions.
NDIA's
press release stated: "Industry involvement is fundamental
to the development of the networked battlespace," said John
Stenbit, Assistant Secretary of Defense, Networks and Information
Integration, referring to the formation of the NCOIF. "We believe
the NDIA forum is the right channel to engage industry in providing
recommendations to the government for open architectures and standards
to ensure interoperability of future warfighting systems."
The NCOIF was initially established on July 9 with its first meeting.
Since then, over 30 firms have joined the forum, which is led by
David Chesebrough, President of the Association for Enterprise Integration
(AFEI), an NDIA affiliate. "This committee was established
under AFEI and is aligned with NDIA's mission to provide a legal
and ethical framework for the interchange of ideas between the government
and industry," said Chesebrough. "The NCOIF will consider
new approaches, while leveraging architectural efforts already in
progress within NDIA as well as those of the Services, Office of
the Secretary of Defense, Joint Forces Command and Strategic Command.
These efforts include the Global Information Grid, Joint Command
and Control, Navy ForceNet, Air Force Command and Control Constellation
and Army Enterprise Architecture."
EMSolutions is a member of the NetCentric Enterprise Services (NCES) Workshop. The NCES Workshop is conducted in conjunction with the NCOIF. EMSolutions is a participant in the collaboration, messaging, the Enterprise Service Management (ESM), user assistant, storage, and application work teams.

fiscal year of profitability since incorporation. The company's
second year revenue, from May 1, 2001 to April 30, 2002, remained
consistent with prior year results at $7M. Employee-owners of EMSolutions
Inc. contributed significantly to the company's success. Highlights
of the year included establishment of the Employee Stock Ownership
Plan (ESOP) and investment in two strategic long-term expansion
efforts: Back Office Solutions, which provides payroll, financial,
tax, insurance and human resources services for small business,
and EMSoftware Solutions which provides enterprise integration solutions
to business and government clients. Both investments promise a solid

to the Board of Directors for EMSolutions Inc. Mr. Brown and the
rest of EMSolutions Inc. are enthusiastic to have Mr. Powers on

brings significant experience in the Department of Defense to Board
deliberations and will contribute further as we develop our plans
to expand in a broader government market." Mr. Powers is an
Adjunct/Visiting Professor at George Washington University and recently
taught at the Naval Postgraduate School in Monterey, California.
